Re-doing the same operation does not allow any other Exchange server download. Exchange version 14.1.421.0 is Update Rollup 4 for Exchange Server 2010 (KB 982639). Can you confirm that on your Win7 workstation that it's also on exchange 2010 sp1 ru 7? The tool on the workstation must match that of the server. Just get the updates directly from MS and not from wsus. Also I would suggest you eventually get to SP2 with roll up 2 with roll up 4.
